Venezuela Updates: Tax, Customs, and Regulatory Reforms – April 2025

The legal and tax landscape in Venezuela has recently undergone important regulatory changes. The latest Tax Bulletin, prepared by Torres Plaz & Araujo, member firm of LATAXNET, provides an in-depth analysis of the most relevant developments that affect businesses operating in the country:

Partial Reform of the Economic Activities Tax Ordinance in Municipio Sucre (State of Miranda): Changes include new provisions for unlicensed taxpayers and entrepreneurs, restructuring of the economic activities classifier, and adjustments to tax rates across various sectors.

Exemptions on Import Duties and VAT Until June 30, 2025: The government has issued Decree No. 5.104 granting exemptions for certain imported goods, applicable to both public and private entities, including the energy and water ministries and the Corporación Venezolana de Guayana.

Partial Reform of the Customs Tariff: Decree No. 5.103 introduced updates such as the change of authority over Régimen Legal 9, amendments to legal requirements for certain tariff subheadings, and adjustments to common external tariff exceptions, especially for the pharmaceutical sector. The enforcement of Régimen Legal 9 has also been temporarily suspended for one year.
